Transition plan approved for D.C. health exchange Washington, D.C.-based associations with 50 or fewer employees will have at least one more year to transition to the city's new health insurance market. The DC Health Benefit Exchange Authority unanimously approved a transition plan March 13. During this transition, small businesses wanting to buy coverage for their employees for the first time in 2014—as well as consumers buying individual plans—must shop for health insurance on a new web-based portal.
