Coalition of Washington businesses and nonprofit groups opposes single, city-run marketplace for buying insurance The District of Columbia is a huge step closer to requiring all small businessesincluding associations based in the cityto purchase employee health insurance though a new exchange, starting in 2014. The executive board of the Health Benefit Exchange Authority voted unanimously Oct. 3 to make this new marketplace the sole buying option for individuals and businesses with 50 or fewer employees.
