Agency receives more than 144,000 comments, with most saying the proposed guidelines would undermine advocacy efforts A federal proposal aimed at clarifying the rules on political activity by tax-exempt groups goes too far, and would stifle communication and advocacy efforts, according to public comments filed by several associations with the Internal Revenue Service.
