Federal Reserve allowed debit-card fees nearly twice as large as first proposed, angering retailers but still not satisfying banks The conflict between retailers and banks on debit card swipe fees is not done yet as the Federal Reserves issuance of its final rule on the matter June 29 left unhappiness on both sides.
