President-elect Donald Trump has tapped Michael Dougherty, former CEO of the Secure Identity & Biometrics Association, to help vet candidates seeking to lead the Department of Homeland Security.
Dougherty was one of two people Trump recently named to his Homeland Security transition team. James Carafano, vice president of foreign and defense policy studies at the Heritage Foundation, was the other.
Dougherty became CEO of SIBA in 2014 after having worked as director of law enforcement solutions at defense contractor Raytheon. He previously was Homeland Security's citizenship and immigration services ombudsman during the final year of President George W. Bush's administration.
SIBA is a relatively new association. The group formed in 2014 to represent companies that provide identity security solutions. Dougherty is listed as the organization's CEO and only employee on its website, although his LinkedIn profile lists him as the former CEO of the group, having stepped down in November. Director of Policy and Communications Andrew Meehan is acting CEO.
Dougherty's profile also states the organization recently rebranded as the Identification Technology Association, although the group's website has not been updated to reflect the name change.
He has a law degree from Catholic University of America.
