Groups sound alarm on proposed fracking rule A proposed rule regulating hydraulic fracturing on public lands would be costly and provide no additional environmental benefits, according to at least two business groups that recently addressed the matter in written comments. The rule by the U.S. Bureau of Land Management creates "a new layer of duplicative regulations would raise costs and create needless delays for domestic energy production, threatening jobs and revenues that are driving U.S. growth," said Erik Milito, director of upstream and industry operations for the American Petroleum Institute.
