CTIA agrees to cell phone unlocking rules In a concession to federal regulators, CTIA-The Wireless Association announced Thursday that the nation's largest telecommunications companies have agreed to a voluntary set of rules to allow consumers to unlock their cell phones. The announcement came roughly a month after Federal Communications Commission chairman—and former CTIA head—Tom Wheeler urged the group to adopt a set of unlocking standards or have the federal government mandate its own rules.
