Groups welcome "fast track" trade bill A host of groups shot out statements Thursday in support of new bill that would speed along establishment of new trade agreements, saying it would be a big boost to the economy. Trade Promotion Authority allows the president to enter into trade agreements that Congress can approve or reject but cannot amend. Passage of TPA is the U.S. Chamber of Commerce's top priority in Congress, according to CEO Tom Donohue.
