D.C. board backs health exchange for all small employers

Coalition of Washington businesses and nonprofit groups opposes single, city-run marketplace for buying insurance The District of Columbia is a huge step closer to requiring all small businesses—including associations based in the city—to purchase employee health insurance though a new exchange, starting in 2014.
