Two association executives and Salvation Army volunteers promote giving during annual campaign Cicely Simpson and Rebecca Spicer met in 2004 while delivering food to the homeless, on the first night either of them had participated in a Salvation Army "Grate Patrol." Eleven years later, the friends and fellow volunteers appear in separate public service announcements promoting the charity's Red Kettle fundraising drive in the Washington, D.C., area.
