CEO DATELINE - Twitter to ban political ads, effect on associations unclear

Twitter CEO Jack Dorsey announced Wednesday that the social media platform will ban most political advertisements starting Nov. 22, including issue ads used by many associations and their political action committees.
Dorsey made the announcement in a series of tweets, promising that the final policy will be made available Nov. 15. He said the company originally considered banning only candidate ads, "but issue ads prevent a way to circumvent."
"We're well aware we're a small part of a much larger political advertising ecosystem," Dorsey said. "Some might argue our actions today could favor incumbents. But we have witnessed many social movements reach massive scale without any political advertising. I trust this will only grow."
The CEO also called for more "forward-looking political ad regulation," saying that transparency requirements are not enough.
The Twitter announcement comes as competitor Facebook has faced intense criticism for refusing to pull political ads that contain falsehoods. At the same time, political advertising isn't a large source of revenue for Twitter, with political candidates, PACs and "dark money" groups spending more money on Google and Facebook, according to a Jan. 14 analysis by the Center for Responsive Politics. http://bit.ly/2qVO2P2
Still, Twitter has become part of the DNA for issue advocacy campaigns, with associations often including hashtags as part of a campaign's rollout. The ban won't prevent groups from promoting political causes on Twitter—the policy will only apply to paid content. Dorsey also said there will be a few exceptions to the ban, such as support for voter registration efforts, but added that more details will be available in the final policy. http://bit.ly/322wOwn
