Cheeks promoted at education administration group
The National Association of ESEA State Program Administrators announced M. Edward Cheeks has succeeded Erin Hanley as CEO of the organization. Hanley was named CEO in 2021.
Cheeks joined NAESPA in 2017 as chief programs officer. He previously spent nearly 13 years at the Mississippi Department of Education.
He has a bachelor’s degree in humanities from Tougaloo College, a master’s degree in educational guidance and counseling from Jackson State University and a doctorate in educational leadership from the University of Mississippi.
Rasmussen takes top role at property assessment group
The International Association of Assessing Officers announced the appointment of Amy Rasmussen as its new executive director.
Rasmussen was most recently chief deputy assessor for the Riverside County (Calif.) Assessor-County Clerk Recorder’s Officer. Previously, she was chief deputy assessor for the Polk County (Iowa) Assessor’s Office.
She has a bachelor’s degree in psychology from Iowa State University and a master’s degree in public policy from Drake University.

American Bankers Association—Thomas Rosenkoetter has been named senior vice president and executive director of ABA’s Card Policy Council. He previously spent seven years as managing director and head of government affairs for financial services company BNP Paribas.
Corn Refiners Association—Spencer Chase has joined CRA and the Plant Based Products Council as senior director of communications. He was previously managing editor at news source Agri-Pulse.
National Venture Capital Association—Caroline Schellhas and R.L. Condra have joined NVCA as vice presidents of government affairs. Schellhas was most recently senior director of government affairs of tax for Pfizer, while Condra joins the group from the National Cooperative Bank, where he was senior vice president of advocacy and government programs.
Recording Industry Association of America—Michele Ballantyne has been promoted to president of RIAA. She will retain her role of chief operating officer of the organization, a position she was appointed to in 2019.
