Brown will join the charity on Sept. 10 as chief operations officer. Browns move will reunite him with former IRS Commissioner Mark Everson, who joined the $3.9 billion Red Cross as chief executive officer in April. While at the IRS, Brown reported to Everson as his chief of staff from 2003-2004. When Everson left the agency in May, Brown was named acting commissioner.
